Once the first set of true leaves appears — the pair after the initial seed leaves. Before that, the seed itself supplies everything the sprout needs.
At 1 tsp per quart, the 8 oz bottle makes about 48 watering cans of feed. For a typical shelf of 10–15 plants fed every 1–2 weeks in season, that's several months of feeding — and the 32 oz bottle four times that.

No, damping off is a fungal problem driven by wet, stagnant conditions. Keep air moving, water from below where you can, and feed at the labeled seedling rate so the mix never sits saturated.

Not at the seedling rate — the formula is deliberately gentle. Water it into moist mix rather than dry, and never mix stronger than the label.
